Latvian Passport Issuance and Exchange

In order to exchange or receive a new passport, you must come in person, by appointment to the Consular Department of the Embassy of Latvia in Washington D.C.

The attendance hours are:

Mondays: 2:00 pm – 4:00pm,

Tuesdays, Wednesdays and Thursdays: 10:00 am – noon

What is the new (European Union) passport?

The new (European Union) passport is a personal identification and travel document, which will be up to par with European Union and Latvian standards. The new passport contains a microchip, which will include personal biometrics such as a digital picture and finger prints.

In which cases should you exchange your current passport?

Citizen passports issued after July 1, 2002, containing a scanned signature and picture, will be valid until the expiration date and do not have to be changed, unless they have expired.


All citizen passports (blue color) issued before July 1, 2002, containing a glued photograph, as well as passports without an expiration date (beztermiòa), will not be valid for international travel beginning July 1, 2008.


!!!Non-citizen passports (violet color) are valid until the expiration date and do not have to be changed, unless they have expired.

To obtain a passport when a person has reached the age of 15, the following documents must be submitted (in person:

-Current passport, if you have been issued one before the age of 15;
-Birth certificate, if you are receiving a passport for the first time;
-Copy of a document or documents, which state your legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or US passport);
- Payment- money order (made out to Embassy of Latvia) or cash only - from fifteen (15) to twenty (20) years: $100.00, twenty (20) years or older: $125.00. Payment includes state fee, consular fee and postal service.

To obtain a passport for a child younger than 15 years, the following documents must be submitted (by parent while the child is present:

-Current passport, if the child has one;
-Birth certificate, if the child is receiving a passport for the first time;
- 2 photographs (only if the child is younger than 5 years of age);
-Copy of a document or documents, which state the child’s legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or a US passport);
- Payment, money order (made out to Embassy of Latvia)or cash only (under the age of fifteen (15): $95.00. Payment includes state fee, consular fee and postal service.

To obtain a passport due to changes in marital or family status (marriage, divorce, newborn, changes in last name due to marriage) which has not been registered in Latvia, the following documents must be submitted first by mail;

-Original documents stating this change (marriage certificate, birth certificate, divorce decree) must be mailed to the Embassy of Latvia in Washington D.C. These documents must be approved by the certification "APOSTILLE" from the Office of the Secretary of State which is located in the state’s capital.
-Copy of passport;
-Copy of a document or documents, which state the child’s legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or a US passport);
-A cover letter regarding the change in marital or family status containing your address and phone number in the United States of America;
-Payment for these changes by money order only (made to the Embassy of Latvia) in the amount of $25.00;
-Please note, in cases of marriage where the change of the last name is not noted in the marriage certificate, you should write a personal statement, which is signed and approved by a notary public, where the person states that they are changing their last name due to marriage. In this document the person’s maiden name must be stated, as well as their new last name after marriage, the document must also state their spouse’s date of birth and citizenship. This document also must be approved by the certification "APOSTILLE" from the Office of the Secretary of State.

After the changes have been registered in the Population Register of Latvia or if the changes have already been registered in Latvia, the following must be submitted in person for a new passport:

-Current passport;
-Copy of a document or documents, which state the person’s legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or a US passport);
- Payment, money order(made out to Embassy of Latvia)or cash only (from fifteen (15) to twenty (20) years: $100.00, twenty (20) years or older: $125.00. Payment includes state fee, consular fee and postal service.

To obtain a passport if it has expired or if the applicant would like to replace their old passport for a new EU passport, the following documents must be submitted:

-Current passport;
-Copy of a document or documents, which state the person’s legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or a US passport);
- Payment, money order (made out to Embassy of Latvia)or cash only (under the age of fifteen (15): $95.00, from fifteen (15) to twenty (20) years: $100.00, twenty (20) years or older: $125.00. Payment includes state tax, consular tax and postal service.

To obtain a passport if it has been stolen, lost or destroyed, the following documents must be submitted:

- An explanation of the circumstances of loss or destruction;
- A letter of response from the Police Department, if it was reported;
-Copy of a document or documents, which state the person’s legal status in the United States of America (permanent resident card, work permit, valid US visa and I-94 form, or a US passport);
-Payment, money order (made out to Embassy of Latvia)or cash only (under the age of fifteen (15): $85.00, from fifteen (15) to twenty (20) years: $100.00, twenty (20) years or older: $135.00;

Photographs are not required, as they are taken on site at the Embassy in Washington D.C.

If applying for the passport through the Embassy of Latvia, please allow approximately 2 months to receive your passport.

If you are visiting Latvia, you can receive or renew your passport in any passport division. It is possible to renew or receive your passport within 2-4 business days (higher fees apply for rush processing.
